We’re business analysts and policy specialists working alongside digital strategists, data scientists, and creatives, united by a culture that values diversity and opportunity. Since its founding, we quickly grew as a consulting firm, becoming a trusted partner in policy economics and strategy in areas including energy, environment, public health, and economic development. In the late 1980s and early 1990s we continued to grow our consulting business, partnering with clients on complex energy, environment, health, and socioeconomic development issues. In the 1990s and early 2000s, we expanded our consulting services to include program implementation, powering industry-changing projects like ENERGY STAR and Head Start.

Kata Cserep

Vice President and Global Managing Director, Aviation

Kata Cserep joined ICF in 2005. She leads ICF’s global aviation team of close to 100 expert consultants, serving clients in government, private sector, the investment community and industry associations. The team includes specialists in airline strategy, fleet and network planning; airline, airport and MRO operations; business planning, M&A and investment advisory for any aviation-related assets (from aircraft to airports to MROs to leasing platforms to route rights to carbon offsets) as well as an in-house data-science team adept at interrogating large and complex data sets to reveal insights on truly complex challenges. In her advisory work, Kata focuses on the linkages within the aviation ecosystem and their implications for business strategy.

Andrew Jarvis

Vice President, Research and Evaluation

Andrew is an Executive Director in ICF's European Consultancy business where he leads a line of business providing research, evaluation and analytical services to public and private sector clients in the UK and wider European Union. Andrew has more than twenty years' of experience in consultancy and government service. He has led evaluations, impact assessments, policy research studies and technical support contracts for clients in the UK, EU, China and in international organisations. He has provided policy and economic analysis to support decisions on a wide range of issues, from infrastructure investment to consumer policy, agriculture to innovation. He has a particular interest in environmental and food chain issues.

Colin Moody

Vice President, Business Development

Colin helps governments to design and deliver business growth, innovation and international trade programmes. Programmes which have created over 80,000 new jobs, $4 Bn growth in GDP and identified over $5 Tr in exports. His experience covers work at the intersection of public policy implementation, commercial and academia in Europe, Asia, Africa and the Americas. Colin is also an innovation expert, designing and facilitating hundreds of strategy workshops for governments and their agencies, trade associations, universities and businesses throughout the world. His early career focused on delivering programmes which supported the promotion and uptake of energy efficiency, renewable energy and environmental technologies with his work being featured in UK Government’s project of the year. Colin holds a Masters degree in Energy in the Built Environment.

Martin Harrison Photo

Martin Harrison

Vice President and Managing Director, Airlines, Aerospace, and Aviation MRO

Martin Harrison joined ICF in 2012. Mr. Harrison has more than 31 years of experience in the aviation industry. His expertise primarily lies in airline restructuring, network operations, maintenance, and crew resource planning. Having held executive operational positions at Spirit Airlines in the United States and easyJet Airlines in Europe, he offers a deep understanding of the low-cost carrier business model as well as of regional and network operations. Prior to joining ICF, Martin was the chief operating officer at Pluna Airlines in Uruguay, working on a restructuring program for the South American carrier, which was under public/private ownership. Martin started his career at British Airways in hands-on maintenance and then engineering roles before moving on to Total Engine Support Ltd in the United Kingdom.
